Will the new clamp arrangement on the Joplin post retro fit into the old design as I have an original Maverick post that is a bugger for slipping and allowing the seat to tilt?

No, it's totally different and currently it's only on the 27.2mm post, which has a smaller upper shaft diameter. And it's bonded on, so it wouldn't be very straightforward to swap even if it would fit.
