The pulsing is probably caused by the uneven tension in the rim, you see it on ceramic wheels more clearly, the bits that wear out are the bits between spoke holes as they bow outwards, the bits around the spoke holes will bow inwards and thus you get an uneven surface on the rim, the only way to rectify it would be to build a perfect round true wheel and then machine the surface whilst it was under tension.
