Assos 851 Airblock jacket,pricey but more than worth it's weight in gold.Wind doesn't penetrate it,very comfy and its warm too.Usually £150 but you might be able to get a bargain on e-bay.
Gore (who's waterproofs I detest) actually make very good windproofs, reasonably priced too. Mine looks like new after 3 years, and it's worn almost daily.

It's a bit over your budget I know but well worth it IMO. Unless it's raining it's all I ever need with a LS base layer underneath.
