which of these 2 bikes has the better spec and components in the forums eyes ? i can get both for the same price

As long as they're both 08 as you say, then I'd have to say the Rockhopper all the way.

Rockshox Tora over Suntour something-or-other, Deore or better over Alivio mix and also with an M4 frame. The 09 hardrock appears upgraded somewhat hence my comment on the year. I'd probably still go for the Rockhopper though....
