For steepish wet grassy descents you need an off road tyre, if you take them out of the equation the schwalbe marathon ultra is the best commuter tyre.
You could try the Panaracer Mach SK's ( Slick and Knobbily read 95% area of knobs small spaces ), fast rolling on tarmac but can handle that kinda thing, came on my first FS bike strangely.
I like the Nokian Ultra Tour PCR IIs: cheaper than Marathons, a lot faster on tarmac, but handle off-road surprisingly well. They seem to last about 6000km. They're difficult to get hold of in the UK, but I've had Winstanleys order them in (wait a couple of weeks).
23c is narrow light-weight road race tyre. It runs at high pressure and is not regarded as suitable for any off road work.
Mtb road tyres = Continental Contact Sport. It's narrow (for and mtb) slick and runs at 80psi. You can get 'em from wiggle with innertubes included. I use them on my mtb for London-Brighton and Wessex 100 road events.
schwalbe City jets here too. did a lap around FtD on cannock chase with them last week, no issues apart from no grip when braking perfect for the road though, cheap £13.99 on eBay for a pair (Fredstreads) and quite light 530g (ish) for a wire beaded tyre.
