I love the idea of someone being b0llocked for no mudguards - thats just so wrong.

 Then again my dad was pulled over on the motorway and they checked his oil levels ???

 If the lights are just to be seen - then I'd go flashing. Flashing is bugger all use on the front though if you need to see where you are going.

 Personally I always have two lights at the rear anyway - so one flashes (Smart 0.5W) and the cateye is on constant.

From what I know the law in germany concerning dynamos depends on the wieght of your bike, if you have a light wieght bike then you can use batery powered lights.

I have just remembered another rule here. If the bike is a racing bike (road only) it doesn't have to have lights or reflectors which are a legal requirement even in the day over here.
