Carbon fibre doesn't fatigue. Not enough information here to draw any useful conclusions. Could be previous crash damage. Could be poor installation. Could be a dodgy fork. The shop may have built the frame, but I doubt they made the fork. 

 Is this question Hobo day or something

I know carbon doesnt fatigue but i was asuming that the sterrer wasnt also carbon so there will be some kind of bonded steerer or joint.  Is it possible that this can become fatigued????

The steerer was alloy, possibly.  The OP was going to investigate.  Also he didn't say which part of the steerer broke, just below the stem or at the junction with the fork?

The medics glued his face together at the hospital and it'll be right in a couple of weeks. The shoes however he's kinda pissed off with since he just bought them. He forgot his camera so I didn't get a copy of the pic today.
