Oh and another point....if a cyclist injures a pedestrian down that road (and indeed any other) this new law will immediately make it their fault regardless of the situation. It's not just aimed at car drivers.
Right, so if a skinny woman on a mobility scooter crashes into a fat woman waddling down the road - do they both have to get weighed to determine who is at fault?

Or is that a breach of a basic human right?
I imagine that it would mean the scooter user being immediately accused as being in the wrong as they are in a more powerfull vehicle. What if they're both on the same model of scooter? Do they have to work out the power to weight ratio first do you think?
