if you are having problems with your X-Vert E forks topping out you may have a craked or broken damper rod or valve. this was a fairly common fault on the 99 model. unscrew the lower damping assembly from the lower legs and inspect the valve for damage. When reassemling the forks you may want to go up to 7.5 weight oil i think they run better that bit slower.

My X-vert E's only top out with a clunk when they are set on their hardest. Does that mean they have a problem or are they okay?

I do not have a set of 99 X-Verts but I understand that most forks top out with too much preload. Try a harder spring set up. You should run a hard enough spring stack to use 25% of your travel (Maximum.) as sag (Around 25mm for your X-Verts.). I try to run as little pre load as possible.
