The other classic way of checking saddle height is to sit on the saddle normally, and put your heel on the pedal.  Your leg should just about be locked out.

14" add 170mm [7" for cranks] = 21" inside leg

Are you a dwarf  as that makes you 3' 14"

I think my inside leg is 33"  It was a nightmare when I was buying my bike.  I was on the borderline of 19" or 20"  I was the tallest size for the 19 and the shortest for the 20.  I am always that inbetween size for everything

Leg size is it that important ? The biggest problem setting up a bike is reach which you can adjust by stem length and angle but it costs a lot for trial and error and getting it wrong makes for a very uncomfortable ride.

I put my 'dimensions' in, and then compared what it came up with against my MTB setup - pretty much ball-park - and where it was different, that had already been a calculated decision on my part.

Seems rather than focus on 'size', look at dimensions and take a tape measure when you next look at a bike.

I have always raised saddle on long rides, if I am going on a stop/start ride around town I lower the saddle for the convenience of stopping at trffic lights etc.
