Plenty of grease or anti seize before you reassemble it.

Also try applying a bit of tightening force, and then untighten it, this may break the rust seal.

Yep, got it in a vice and it popped straight out...good tip using the frame as a lever.

The entire bike is now in bits, for a full on strip down and rebuild....even down to a new paint job!
