Does one ride a lap at a time then rest while team mate does his bit?

If you like. Or two laps at a time. Depends how long the course is. If you've got no idea how long a lap's going to take, do one each first and then see. If you don't feel like you're getting time to rest between laps, double up. 

Is it ok to bump slow people out the way

No. 

and can I rub back tyres with my front?

No. If you're going _much_ faster than the person in front, then politely let them know you'd like to come past. If it's wide enough for two bikes, then a quick "on your right/on your left please" should do the job. If it isn't that wide, then you'll just have to wait.
