Hertfordshire Police Authority now come back to me and thanked me for pointing out the letter to them.

They have advised me that they are looking into it and will get back to me with an explanation.

Cheap is best on a winter bike. Don't forget to clean rims, block regularly; that will remove the "grinding paste" and flints that wear the rims.

I bought Gipiemme wheels for winter from Cycling Weekly for 70 ukp incl tyres.

Possibly 54 c to c, but you need to consider bar width, stem length etc.

Find a good roadie bike shop - where are you based?

Watch the late night food and drink in France show, which is Duffers true calling. Hopefully that is where he will be put out to grass; he'd probably be quite good at it.
