You're right to a certain extent about the Locals only rules...surfing is massively territorial when you go to local only spots. Even places like Fistral North you get a massive local crew hassling on waves. depends on the time of year.
I mean I've punched people in the surf before for doing stupid dangerous things in the water like bailing boards or paddling towards the unbroken wave getting in the way of your ride or the cardinal sin of surfing 'dropping in'.
I get the impression from my knowledge of living in Germany that they'd be stoked for a tourist to ride the wave it looks a pretty harsh place to ride so the first few dumps would get you respect.
It;s all about how you behave, if you behave with respect and honour when riding a new spot you get kudos, if you turn up like twat you get treated like shit.
