Weaknesses: Too often don't seal puncture properly.
Overall: I used these for about 6 months and the same problem kept cropping up - repaired inner tubes kept leaking - slowly.
I finally decided not to use them again when I repaired a puncture and left to go cycling. After around half an hour, the inner tube had continued to leak and I landed a jump with a flat enough tyre that it washed out and I hit the deck - result: no skin on either of my forearms. Not nice...
I know that they can work but I think that they're too unreliable to be counted on.
Strengths: No messing around with glue etc. etc. They come in a handy-dandy plastic case which stops them from getting manky.
Weaknesses: They are truly a temporary fix. High pressures or deflating the tube a few times makes them start to leak air. I tend to put in a new inner once it's been puntured and only use these for trail side fixes.
Overall: Quick and easy but these are for getting you home only, not for prolonging the life of a busted tube. There are other similar products out there and these are no better or worse than those but do seem to be slightly more expensive, maybe because of the Park name attached to them.
